君人者，必修諸己以先四海，去偏黨以平王道，遣私情以標至公。割安寧之逸以振勞民，損宴樂之味以資國用。鎮以恬素，遇以慈和。杜浸潤之譖，遠刻薄之吏。

He who rules over men must first cultivate himself in order to lead the Four Seas;he must dispel partiality and faction in order to level the kingly Way;
he must banish private feeling in order to mark out the utmost impartiality.
He should cut short the ease of comfort in order to relieve the toiling people, and reduce the savor of feast-pleasure in order to supply the state's use.
He should steady himself with placid plainness and meet others with kindly harmony.He should bar the slow-seeping slander and keep at distance the harsh and petty officials.
