經首敘述九霄之名、神霄為九霄之最上，玉清真王居其中，總領雷霆風雨水旱諸司。

The scripture opens by enumerating the Nine Empyreans (jiu xiao 九霄): the Divine Empyrean (Shenxiao 神霄), Green Empyrean, Vermilion Empyrean, Jade Empyrean, Verdant Empyrean, Purple Empyrean, Great Empyrean, Cinnabar Empyrean, and Imperial Empyrean.

The Divine Empyrean is highest of the nine, and in its midst resides the Jade-Pure Perfected King (Yuqing Zhenwang 玉清真王) — the firstborn son of the Primordial Heavenly Worthy (Yuanshi Tianzun) and the cosmic governor of thunder, lightning, wind, rain, drought, and flood through their respective bureaus.

Li Yuanguo (2003: 67) notes that the 'nine empyreans' cosmology is a Shenxiao innovation: earlier Shangqing texts knew of three or seven heavens, but the nine-empyrean schema crystallizes in the Lin Lingsu corpus of 1117–1119.

Politically, the doctrine that Yuqing Zhenwang governs the weather-bureaus authorized Huizong's claim to ritual control over agricultural prosperity.

Boltz (1987: 28) connects the schema to the simultaneous emergence of *leifa* 雷法 (thunder-rites) as the principal Song ritual technology.
